What if you set up a rope and cable system so you hang 200 lbs ( maybe a few more for drag) and the rope passes through 2 pulleys to redirect the force to be pulling horizontally.

Yup.  Knurled's got it.

I used to have to torque bolts in that range on a reactor doing acetylene reactions.  Then, I would care.

A Dana 60?  Not so much.
