It's pretty clearly an RPF1 knockoff of some sort but I can't place it yet. The slots between the lug holes are kinda unique.
They look more like Kosei K1-TS than Enket RPF-1's to me, but I think they are ven knock-offier than that.

What I find unique is that the Kosei K1-TS than Enket RPF-1's have a very distinct, square lip in the "lug nut bowl" area. These wheels that Bob has are more of a "high and low" sort of ribbon effect at that same area. There are definitely something light weight given the lack of metal between the bolt holes.
I also predict that Chandler, "the wheel whisperer" will be around eventually with a definitive answer.
