The sensors were not swapped (well not the oxygen sensors). I just left all the sensors in the engine though and only swapped wiring harnesses for that part of it.

So I figured out the problem with the Subaru... It's at least something I can deal with, but still totally ridiculous.
It's a 96, and some of the monitors clear every time you turn the car off (oxygen sensor and cat on this one, idk if its the same for all of them), and they are supposed to have an EPA exemption that the monitors do not have to be completed, only no codes present.
But, California has the "STAR" program and stations can lose their certification if they pass too many cars without all the monitors complete even if according to the law they should pass, and even if they are on the EPA exemption list. So, from now on the only way to get it to pass will be to drive it until all the monitors show as ready, then take it and get it tested without shutting the car off until after the test.
At least it passed this time, and I know what to do in the future (pretty much just set the cruise control at 50 mph and drive until it shows all the monitors completed), but did I mention I hate California?
