Seems like there's a delay in throttle response from my 1.6, but I've never driven one, so I can't be sure.
Also, if I hold it right around 4k, it surges just a tiny bit, like it wants to go, wants to go...then I give it some throttle and it goes.
I'm thinking new plugs/wires just to be sure, but anything else I should be checking for?

Seems a bit sluggish compared to my sister's 1.6 slushbox NB.
I have no way to prove this over the internet but the same thing happened on my escort but worse. I figured it was a dead spot in the vaf, swapped it, and it was better.

I'd probably get those injectors cleaned as well. Certainly wouldn't hurt, and it might sharpen things up.
Might as well throw in an oil change and air filter change/cleaning while you're doing all the other stuff suggested above 
My 1.6 accelerates fine. but it is in a Fiesta.

That was my other thought as well. I'll throw some Seafoam until I can get to it, see what happens.
Seafoam is an example of old school stuff still being used for the sake of old school, not because it was ever all that great. You want a cleaner containing a nasty organic chemical called PEA, chevron techron concentrate is loaded with the stuff.

I'll use the Seafoam since I already have it, but I'll order that stuff too. Looks potent.
I'm guessing it's all moot point since I'll be cleaning the injectors anyway. Warmed it up and took it to redline all the way through 4th on the highway. Could be psychological, but it seemed to help.
You can buy it at most parts stores and big box grocery stores. I put a huge dose in a chainsaw with a badly gummed carb once, ran great for a while after I got it running rough long enough to start pulling cleaner through, then died later because the varnish was the only thing holding the 30 year old diaphragms together.
