You might be able to fit the mini-cone motorcycle carb filters, although I'd consider making/buying an airbox so the ITBs don't suck hot air in through the radiator.
I made foam filters from UNI sheet for the 2002 with reasonable success. Can't remember what I used for adhesive, but I'm sure it comes with instructions. Didn't have boots, just clamped the foam directly on the TBs. allowed me to built them a bit short to clear the booster (looks like clearance is at a semi-premium on the GTI)
I like the airbox idea.
The only problem with the ITG foam filters is COST.
I know it sucks to put an ugly airbox on sexy ITBs but it's really the best option in terms of value.
Small heat shield would deflect most hot air from the radiator. The ITBs are angled up so they're not really pointed at the radiator.
Fabrication skills are limited unless he brings it to my place for some loving.
I run an ITG on my Locost. I measured no loss of power with the filter, which makes it my favorite.
The book 21st Century Performance (from the Autospeed site, I think) had some interesting dyno data on airboxes and ITBs. Short version: good. See if they're on the site, the book is out of print.
I built my own:
Used epoxy to hold the end plates in place and use a piece of plastic plumbing fittings to provide a location for the cold air hose.
The parts came from the local well-equipped hardware store and built with an assortment of Harbor Freight tools; electric cut off wheel/grinder, drill press, plunge router and various drill/router/cutting/grinding bits. Reused old exhaust studs and nuts to mount it to the curved extension tubes. The curved tubes are from an old 320i and mounted to the TWM DCOE throttle bodies with small adapter plates.
Unfortunately it doesn't quit fit under the hood. I'll need to modify it to fit which is just annoying
I also was working on a setup made from fiberglass, that provided a dual-plenum solution. Unfortunately, that just didn't seem to work as well as I had hoped, my fiberglass skills just aren't that good yet. I might revisit this later when I get excited to play with fiberglass again and look into an epoxy-based vacuum bag solution.

The build list is pretty extensive. That's a 20v head on a 2.0-liter block with a lightened and balance flywheel. Makes some fantastic noises and supposedly makes about 170 at the wheels... We'll have to see about that number.
Little Pricey, but K&N lists these for $54 each. Put a piece of sheet metal under them and a hood scoop above and in front of them and the filters should keep that bunny from sucking in all the small animals
