What are the methods for removing random locking lugnuts from cars at the junkyard? I have had to pass on nice wheels because of this before. Any ideas?

I have heard to hammer a 12pt socket over the nut and crank it off. When I had to remove the locking lug nuts from a car in my garage that trick did absolutely nothing but YMMV.
Cold chisel and BFH. Use the chisel to make a notch in the edge of the lock nut, then use the chisel in the notch to rotate the nut off. I've seen a tow truck driver do that and get the nut off faster than it would have taken me to dig out the "key" and do it.

This. For funzies, you can use a can of compressed air, flip it upside down and freeze the nut too.

Yup, I've removed more rounded off bolts in exactly this manner, works the same for already rounded off 'locks'
These work well.

Teh article wrote: The man was taken to Tacoma General Hospital with injuries Wilson described as severe but not life-threatening.
I disagree. "Stupid" is most definitely life-threatening.
Best line from the article is the last one:
It was not immediately clear whether the shotgun blast loosened the lug nut.
I've always wanted to try the Gator Grip Wrench. The principal seems like it would be ideal for this application.
12pt SAE socked (I mean, who uses those things anyway?) hammered over the locking lug. Works for me every time.
