From what I've read, a non-governmal group of shiny happy people...I mean...lobbyists, insurance executives, and vehicle safety experts called the American Association of Motor Vehicle Administrators has decided to lobby states to implement their suggested "best practices," which include banning kei cars, and if they can't legally ban them, deny registrations until they can make it legal to ban them.
How the flying berkeley this is the pressing vehicular safety issue states need to focus on? Why not terrible driver education/testing, terrible or non-existent safety inspections, bald tires and ineffective brakes, gross polluters, tint so dark there's no way a driver can see at night, giant wheels/tires on stock brakes/hubs/balljoints, etc? Nope...a small group of enthusiasts importing flyweight specialty vehicles for fun...that's the real issue!
I read about it over the summer in an article I can't find now, but Jalopnik has also covered it.

I came across this one. Can you bypass the speed limiter and soup it up?
This thing looks sharp to me
I have a hard time with the concept that "this car is not safe enough to have on the road" but "those motorcycles are fine."

I'm largely convinced its an issue of money, not safety. (lobbying, etc)
I am sure the American Association of Motor Vehicle Administrators will go after motorcycles eventually. These are the nannys that think we should all live in a padded box.
Not so sure they will go after motorcycles, as they were legally sold here in the US and met the safety and emission standards that motorcycles were required to meet. Maybe in the near future they may try to with new models, time will tell.

Thanks for sharing. In Summary it appears no laws existed, the dmv picked up policies from the “aamva”, politicians were contacted by kei enthusiasts and the policies are being reversed to reflect existing laws.
Unfortunately in Pennsylvania it was made law: House bill 1373 .
PA dmv faq
Memos were sent out how to stop “mini truck” registration in PA to enforce the kei truck ban but it blankets in all JDM vin’s.
Oddly, yesterday JG and I passed several while going to lunch: one leaving our local Lowe’s and then a truck towing several followed by a trailer hauling one.
Kei season?
In reply to daytonaer :
