I ended up with a set of very rare Saab Carlsson/Griffin/Cross Spoke/whatever other name they have. They've been covered in Plasti Dip, but a coat that was too thin to "peel" in the best of circumstances, but especially not now... a couple years and much brake dust later.
So now I need to strip these things and refinish them. I can sandblast the wheels themselves, that's not a problem. But I need something to strip this stuff off the plastic center caps without ruining them. Any suggestions?

I had to strip the ABS plastic headlight nacelles for the Jensen. I used Citri Strip in the spray cans, according to their directions the brush on version is NOT safe for plastics! Anyway I tried it on a small spot, worked and didn't hurt the plastic so I stripped them completely. Worked fine.
Can't stress enough, use ONLY the spray bomb version. NOT the brush on!

Last time I was at O'Reilly's getting aircraft stripper they had a variety I hadn't seen before that claimed to be plastic-safe.
Scale modelers and RC guys used to soak plastic bodies in brake fluid for a few days to remove the paint and not damage the plastic.
The brush on version specifically says 'not for plastics' but it's in the fine print. I can see where someone might say 'hey, the spray stuff worked...'
I have used oven cleaner on plastic models water cleanup.

E-Z Off oven cleaner is what I used to clean enamel off previously built plastic model kits.
EZ Off and brake fluid work on styrene model cars but as they say in the instructions, "test in an inconspicuous area" to make sure they won't affect the plastic your caps are made of.
