One of the techs at work mentioned that my 94 940s brake rotors were replace only and you cant cut them, you pad slap them until they get to a certain tolerance then just replace. Anyone know why?

With the price of replacement rotors vs turning an old set it may be cheaper to just replace them. Or maybe Volvo didn't leave a lot of extra stock on the rotors so there may not enough material left to turn, once they've gone through a set or two of pads.
Lots of cars arent recommend to turn them as they are already thin. As the jed said rotors are usually cheaper now than having them turned, check rockauto.com
700 Volvos are very marginal on brake size. The only ones that are close to big enough are the late turbo brakes.
As far as pad slap, (which is a term that makes my skin crawl) the rotors will be cupped to the point that you will not have decent brakes until you've worn the pads into the contours of the rotors. Bad idea. Just buy new rotors, as they are roughly the same cost as having the old ones machined.
I know pad slaps a horrible term but just trying to describe what I was told. Also something about the rotors being crosshatched or something and most non dealers would not be able to do that

Bull. Ignore him. If the rotors are well above minimum thickness, they can be machined, just like any other rotor.
