I'm pretty confident the car will be low drama if you just maintain it, drive it, and don't mess with it. Looks like you'll need wheels for track use but a set of wheels and decent tires in Honda sizes isn't exactly the most difficult or expensive thing to come across.

I didn't read through the entire thread, but I am probably 15 minutes or less from you and might be able to help for stuff in the area.
Illinois is pretty simple. If it is post 1996, make sure that it passes smog - if it doesn't, that is a negotiating chip. I would invest in a code reader dongle and app. Needs a new Cat? that's gonna be expensive. On the other hand, I had a Honda that would throw codes in the cold; it was cheap because it couldn't pass emissions... I reset it in the spring and tested it and it was fine until the fall when it got cold again. But since tests are only every 2 years I was in the clear.

If I'm going alone, I won't have cash with me the first visit. I'll save that for the second visit, often later that day. If I get a bad feeling, I bail. I ask to meet at a public place that there will be cameras. I usually try to have my dad or brother with me to have another set of eyes on it and another nut behind the wheel.
Let me know any specific Illinois questions you have. I've never had a bad experience buying or selling used here. I have walked away when something didn't feel right.

Il specific questions - is the 7% tax based on transaction price? What would be considered acceptable rust in Il?

Dealers are percentage. Out of state some dealers will charge the tax for you. Generally next door states. Further away you pay the tax when you register.

For rust... I'll say that as long as it is safe, there is no unacceptable amount IF it is priced right. But it is still worth it to get a rust free example.

Chicago has another added tax, so if you can claim residency in a suburb it is worth it. Dealer is more expensive because of the sales tax as well. I'd try to stick with private party.
