Specifically NA four cylinder engines. I have added a Rabbit mini stock to the fleet, and among other things, it is in need of some performance. It currently has a  stock 1.8 liter something or other, and as per the rules of my class I can go with a carburetted engine with some minor internal work, or a stock fuel injected engine. My current car (now my sons car, hence the expanding race fleet) runs the fuel injected rules. This is a nice cheap way to go, as costs are really limited. But the trade off is that while my car is fun, reliable and somewhat competitive it is way down on horsepower compared to the serious guys who really stretch the carburrated ruleset for all its worth. 

In a nutshell, here are my requirements:

Car must weigh 1 pound per cc including driver (I am 185 ish) plus a 75 pound penalty for DOHC engines.  I think I can get this car down to around 1800 pounds including me (wiki says curb weight is 1750 or so). If you know different let me know. I haven't picked the car up yet so I have not scaled it at this point.  

-All cars can have a header and cold air intake.

Carb cars rules as follows

-Maximum displacement 2300 cubic centimeters.

- Maximum .040-inch overbore.

- Balancing of engines and lightening of flywheel is allowed.

- Any reground camshaft allowed.

 11.o to 1 maximum compression ratio.

-No stroking, de-stroking or de-tuning of engines allowed.

-Stock rods and crankshaft must be used. Crank may be re-ground to undersize

injected rules as follows:

- Four cylinder SOHC or DOHC engines.

- Maximum displacement 2400 cubic centimeters.

-Maximum .040-inch overbore. 

- Engine must remain stock (stock internals, cams and cam pulleys). Untouched factory engines or stock rebuilds only.

-Fuel injection system is to remain stock. Intake manifold, throttle body, mass air flow sensor, injectors, wiring harness and all other components related to fuel injection system must be stock for engine used.

-Stock computer for engine used must be used. Chips, removal of factory rev limiter and retunes of factory ECU allowed. No stand-alone systems (i.e. Mega Squirt, Motec).

I know nothing about vee dubs. I grabbed this because it was stupidly cheap. I took a quick look at the vw wiki and the engine designations and power levels are confusing. But I have been well spanked by golfs and rabbits on both road and oval tracks so I know they can be made to go.

I welcome your comments, so long as it is not "sell it and buy a ......."

Those rules seem contradictory - one place it says any cam, but another it says it must be stock?

To your original question, dual Webers is the carb of choice. If you're more familiar with carbs than the stock Bosch mechanical setup, then a carb swap would definitely be a wise choice. 

For power, an ABA swap, if allowed, would be your best bet. You basically take a later 2.0 engine and swap it in under the stock 1.8 head. I had an 84 GTI with that engine, a header & cam, and it was an absolute riot.

If I read that right, carb'd engines can run any cam, injected cars can only run stock cam.

Carb engines can be over-bored .040

So, 2.0 ABA (1993-98 Golf/Jetta) with your 1.8 head.  Head shaved to bring up compression to 11:1 per the rules.  Techtonics 288 cam.  Weber carbs.  Light flywheel.

If I run the carb rules I can use a modified cam profile, and if I run the injected rules no internal changes are allowed. For  carb I am restricted to a 350 cfm 2 barrel Holley or oem carb only. 

The head swap is interesting. I can indeed do that under the carb rules. what does that do for me? Or is that a 16 valve head?

I have an ABA 2.0 liter VW engine sitting on a stand in my garage.  I'd sell it very cheaply to a good home.   It's a nearly zero mile engine---- warranty replacement.    I purchased it from BSI racing a few years ago.  The story I heard was it was taken out of a car after being shipped due to valve train noise.  It turns freely, and the bottom end should be good.  

Take it from me.....please!     Located in Daytona Beach---  I can deliver to the $2017 Challenge.

Ever see serious circle track camber? A couple degrees will not cut it on a high banked oval. Having said that those bits of channel would be pretzels in two laps.
