OK, technically if you have a vehicle that is less than 26,000 GVWR AND has air brakes, you can drive it legally.

Over 26,000 GVWR requires a CDL, and its a Federal law, not state. Commercial or non-commercial use does not matter.

But non-CDL drivers would also never have passed an air brake endorsement (because they can't if they don't have a CDL). I think I will pass on having drivers drive a test vehicle with a braking system that they are not endorsed to drive.
