Keizer and Real are big in the dirt oval community. Real is less expensive than Keizer - I had both quote custom wheels for my Radical when I realized most of the unimaginably expensive Kodiak wheels it came with were bent. Ultimately I had enough straight wheel halves and spares to assemble a good set. That's a nice thing about 3-piece wheels.
Diamond is ground zero for steel wheels in funny sizes. I've seen a lot of these in the nearly-square sizes at the autocross - like 13x10s for the C-mod guys.
If your budget is $250 per corner in 15x10 first off I would call up 949Racing and see what Emilio can do for you. 6ULs are a little over 13 lbs each in that size. Not sure what the backspace and offset is for the E30 but he is huge in the Miata world. He's even looking at offering 15x11s.
If you could be happy with 15x9's the tirerack makes one that is roughly 15lbs and $109 each. It will hold the 275 Hoosiers nicely. If you're trying to find them on their site, enter your vehicle as a 99 mazda miata str street tire class
we were able to fit 15x10 bassett wide 5 wheels on our E30 but it took us about a thousand hours of body work to get them to look right.
As far as body work, I was thinking of cutting the fenders out and running 2002 style rivet on flares.

yeah we did that option first.
Some autocross guys I trust said Spinwerks 82s are the way to go. That's what I'm planning to get - right at your budget too.
A local guy runs 295 on his e30, I am not sure what size rims he is using but I know everything was done on a tight budget. I will see if I can figure out what he is running. The whole car was done inexpensivly and he is very fast and consistent.
I figured it out he runs 17x9 Falken Hanabi Wheels. He is actually selling them here for 800 with tires....

The Real Racing wheels are under 10# and under $250 probably. 13x7s and 13x9s for the radical were like $175 and $200.
Hmm the Hanabi is an interesting option. Lots of tire options in 17. Wonder how big of spacer I would need to run this and if I would need adapter due yo different center bore.
