Street tire speed rating requirements are done using machines that load the tire against a drum at a given speed, for a prescribed duration.  That is way different then running them at very high speed with an undulating road surface, which is varying the load accordingly.

What about cooling?   The tires on the road get cooled by the air, does the speed rating test also give a similar airflow or do they figure that it makes for a good worst case scenario?

 

The spec I was always told was that the tire could be driven that speed for four hours before overheating.

 

FWIW - I witnessed a brand new competition tire delaminate severely after being driven about five or ten minutes at 55mph.   This wasn't a track tire, this was a Michelin gravel rally tire, which is intended to be able to be used for road transits at whatever speed in addition to high speed hitting stuff on loose surfaces.  New just means unproven, I suppose.

There's got to be some sort of tire that is likely to hold up.  The Silver State Classic's record is almost 220 MPH.  Last year, when I ran, someone averaged 179 in a NASCAR stock car.  While their safety requirements aren't as hard core as stage rally, I got the impression they do take it seriously.

That Porsche convertible would not have been legal even in the 95 MPH class there.  
 

I want to go back again, not sure when I'll be able.  Also not sure how fast I'm willing to go before my risk aversion hits, but 100 MPH was nowhere near it.
