There's a roll bar that popped up on craigslist, looking to add to my sisters 93 1200$ miata. The seller claims its a hard dog, but I don't see any ones on FM similar to it. Old style maybe? Would it fit with a soft top?

I agree with EvanB, it does look like a Deuce, which should fit under the soft top (IIRC all Harddogs do).
If you want it for track use, make sure your sanction body accepts it - IIRC the Deuce isn't legal for several of them.

Mixed arguments as to whether or not a roll bar adds "safety" on a pure street car, but your/her car, your/her choice.
That is not a Hard Dog Deuce. It's a Boss Frog Double Hoop. Hard dog doesn't have that diagonal brace from the front hoop to the back and mounts farther back.
It will fit with a soft top, but it depends on which model if it'll fit under a hard top.

Steel rollbar + human head without helmet = potential for severe injury. And not just in a rollover, but any collision. Even with seatbelts the body can move and stretch a long ways.
I put dual-density SFI padding on mine, but still leery of how close it is to my noggin. I would not put a rollbar in a street car that isn't otherwise used for track days.

That's the pros and cons in a nutshell. If you ever want to do some world class trolling, go over to miata.net and put in a "Should I put a roll bar in my street car thread". About six pages of gradually building arguments will ensue, followed by the death threats and the inevitable thread lock.
I have one in mine, but its a hardcore with double diagonal. I like it for a couple of reasons: 1. It stiffens the rear of the chassis considerably. The duece bar would probably be less effective at this. 2. My noggin is no longer the highest point in the car. 3. I can track the car with MOST groups if I want to. 4. It provides some crush protection in what is otherwise a fairly light, some might say flimsy, chassis.
On the other hand, I recognize the argument MattGent points out, so my bar is padded to offer some melon and/or limb protection from the bar in a crash.
