There’s a local Mini Cooper on Craigslist listed for cheap stating it needs new ECU. owner claims the old ECU has to be downloaded and uploaded to new one.

Is this true or pure malarkey?

The BCMs are dedicated to a particular VIN number according to stuff I've read. So you can't simply pick up another BCM at the junkyard.  I'm assuming the ECU and BCM are one in the same. I've read of cars being scrapped because the bill to replace a computer was more than the car was worth. Tread carefully. I've also messaged a local MINI specialist to confirm .
