I don't know the legality of buying on a bill of sale, but there has to be a vin. My Delica (legal import, not kei vehicle) has its vin on a tag down between the driver's legs under a flap in the carpet and not on the dash.
Whats your plans with it? Could be fine, could turn into a paperweight.

These are supposed to be under the passenger seat. Complicated deal but I should have an air tight bill of sale for legal purposes.

Honesty I'm looking to flip it. If I have to part out nbd but would rather turn it quick. Like I'm planning on loading it on a trailer and drive it to a prospective buyer right then.
