This is the way it worked back in the TransAm series...at least when I was involved.
Funny thing was that a few of those cars were old enough to be able to participate in historic events, so that was a loophole (not necessarily one tha was used, but an interesting fact). That's right...there were 20+ year-old cars running in TransAm at the turn of the century...(of course, they'd been rebodied and reconfigured so many times the ID tag was about the only original piece on them)

This rule doesn't really have as big an effect as you would think. All the big race teams already test all the time, just not at tracks that hold events. Cup teams will go to places like Kentucky and Rockingham to do their testing, which is what they've been doing for years. It may end up costing the teams even more money because if they could test at Charlotte, they would not have to travel very far to go testing.

Except the rule bans testing at any track that has a Nextel Cup, Nationwide or Truck series race. So Iowa, Kentucky and other tracks are also off-limits. Teams can still go to Road Atlanta or maybe Twin Ring Motegi, but there will be few 1-mile or larger ovals left to practice on.
Oh this could be good for Adirondack speedway in NY they have a .99mile track under construction a few years back 1/4 mile inside 1/2 mid and .99 outer ring. The owners plan was to have a 1.75 road course that used all 3 ovals.
I raced on the 1/2mile in the dwarf. 117mph coming out of the corners! it was a blast. I even got to sign the wall where i backed it in after guy in front of me popped a rad hose....

Yes I think big teams will still test on tracks wherever available and spread test money around more. The smaller or underfunded will not be able to travel and afford it. Does this split even more the big teams from also runs???

Yes, the only teams that have a legitamate chance of winning every week as it is are Hendrick, Roush, Gibbs and Childress. I would guess that the rest will start to go away as their current sponsorships run out unless they could partner with a bigger team. Penske and Tony stewarts new team will probably be able to get sponsors on name recognition for a while but most other teams are already doing everything they can to self destruct as it is.
