From what I can tell from some searching, 10.9 spec bolts in M10X25X1.25 and a similar lock washer should do the trick.
I'd verify with Keith or someone, but it turned up in multiple spots.
I'd try to get the real thing. They're a bit unusual - as they should, the shank that passes through the flanges is unthreaded and you won't find that in a hardware store bolt of that length. IIRC they've got a pretty small head on them as well.
Same spec for all 1.8 Miatas, the 1.6 used a smaller diameter.
