Wife's '95 SW2 was shaking like crazy, so I bought pads and rotors.
What exactly is going on here? They don't seem to be warped in any obvious way, but I'm sure they must be. Both rotors are similar.

They look remarkably like the rotors did in my P71 when I brought it home. Bit less rust on yours though.

I always replace the rotors on my Saturns every time I do brakes, as said in the OP. Bought the car less than a year ago with 70K miles on it, but it was a toad for a motor home. Maybe the calipers were dragging? Didn't feel like it, though.
Factory rotors of that era would rust pock sitting in the driveway, nickel and quarter size pocks. Mfgrs reduced or eliminated Nickel in the rotors, so rust. Drive on 'em and the rust would tear up the pads which grooved and tore up the rotors. Aftermarket Taiwan > Chinese then, they got it figgered out by now tho.

That makes sense to me. They look like they have been sitting with the pads in one place, and I would bet that they are the original rotors, though the pads have been replaced. I bought it from a curbstoner who works at a dealership and scored it from the original owner. I'm sure he just tossed pads on it to flip it .
My wife's old SL1 used to go through rotors and pads at an enormous rate. Hated that car. Her rotors looked just like that way too often.
