I can pick up some Brand New A7's build date, 11/22, were kept in a garage in California.  I assume probably have good grip but times will be slower than a new set ordered now?

If they've been stored well you likely wont see much of a drop off. Heat cycle in accordance with Hoosier specs before using.

I wish there was a way, and maybe there is, to easily test a tire's grip without mounting it up, heading to the track,  running laps and comparing to baseline.  Understand that the grip is going to change as the temp changes but maybe there's a correlation between cold grip and what it'll be at full temp.  It seems like an incredibly high number of variables are involved but could some sort of tool be made to do this?

A tire durometer guage  can get you in the neighborhood. As they get older they get harder, thus less grip. Cheap tools and easy enough to use.

Durometer readings of a tire are highly dependent on temperature and tread depth, as well as technique.   You have to be super consistent to get meaningful comparisons.

Had me thinking the A7 car till the OP asked about ordering a new set. 
 

My advise is get the car it will be faster than just a pair of tires.   😜😁
