I found a set of Kumho V710's, supposedly "properly" stored, with a date code of 1008. How long did it take for Kumho to get tires over here? Think these will still be grippy enough for regional autocrossing?

I found old, and I mean really old, Victoracers to be fine for local autocrossing.
V710s are better- go for it.
I usually sell my two-year old V710s (with up to 50% rubber) for between $25 - $35 each to younger SCCA autocrossers who are on a tight budget. Another reason I keep the price low is due to the fact that they are not in a size with high demand 225-50-14. With a little Formula V they work fine. In fact, instead of selling them this year, I will probably use them on my Challenge car.
Go for them. Used R tires are still fine.
I ran an hour race last summer on a pair of A032's that were dated 2002. They were fine, although it did take a few laps for the speed to come.
Used tires locally are great if you're not planning to set the FTD. I've run almost my whole autocross career on used rubber. We have a local class where all the really fast guys run and let us second rate guys have a chance to win our open class, but I was able to win E Stock by a good margin on used rubber last year. Those tires were way past it, but could still do okay.
On that subject, I had a conversation with a really fast guy who told me I need to get used to driving on better rubber. "If you want to lean how to driver 100% you need tires that are 100%" Something like that. It was a good point. If your tires are 80%, that's as fast as you'll be. So when you start aiming for bigger things, probably need to pony up for good, fast rubber.
That was a long winded way of saying "go for it".

You wouldn't happen to have any of those 225/50/14s just hanging around for sale, would ya'? I could use some.
