Isn't that the main reason we largely don't recover military vehicles from overseas? It's a giant hassle to remove ALL foreign soil before it goes back on the boat. (Heard stories from people in the Gulf, had to pressure wash tanks at 8hr per tank. Sargeant comes over with a clipboard, nope not good enough, try again in a week when we can get you another wash bay slot...)
If you don't do that, that's how invasive species gain a foothold.

Military regulations are different. But mostly we don't recover stuff due to cost. The cost to bring back stuff is usually more expensive than it is to replace it. For example. Blackhawk's are expensive. But Blackhawk parts are 10x more expensive once past 5 years of launch. Yes it's a sliding scale. Yes it's part of the government procurement contracts. Oems. Sell at a loss to the us government(all development costs are paid). Then the company rides 20--30-50 years of replacement parts at obscene markups. Civil aviation works the same way.
so bringing back a Hummer, including the cost of shipping and reconditioning it is more expensive than leaving it there and buying new. How very American

I don't have any issue with the fact that there are necessary regulations that need to be enforced.
I had a bunch of other words typed here but I think I'll just leave it at this.
We expect better service from the kid behind the counter at a fast food joint than we expect from the government employees who run our bureaucracies.
The only thing more oxymoronic than bureaucratic efficiency is government service.
We should expect better.
