Does it need 12v to activate ?
They do need voltage applied. I don't know what the airbag module uses, but from experience (ahem) a 12v battery works just fine.
The connectors also typically shunt the two terminals together if there is no connector in place. They can't be set off by static electricity if the path of least resistance is nowhere near the squib.
