I know several folks here like Torque for the app. Are there other quality options? Does anyone have any recommendations for the actual OBDII plug, or just snag whatever has some good reviews on Amazon?

I've been very happy with the app "OBD Fusion". It allowed me to enter a custom PID on my wife's toyota to monitor trans temp which isn't a default.
IIRC, almost all of the bluetooth dongles use the same chipset and should work the same, as long as you don't get one that is proprietary to a single app. I've got this one and have had no issues with it:
Here is a review of adapters according to the app, Dr. Prius. The review is pretty old now but PanLong for Android has been my go-to for years. According to my Amazon account I last bought one in Sept '24. I bought it not because my old one failed but rather I foolishly left it in a car I was shopping at a salvage auction.
I used to swear by the cheapest adapter available. The last 3 I've purchased have been DOA, so I got the cheap standalone from harbor freight. Doesn't get quite as detailed as torq, but just plug n play.
I use the Car Scanner ELM OBD2 app (free with some ads) and a Veepeak Bluetooth scanner. It has worked on several challenge cars so far. Lots of good data for checkups and ability to clear codes.

Man I bought an adapter over 10 years ago and cannot figur eout where it is, probably left in a car I sold. Used Torque as well. Now I'm following to replace both.
Going through my Amazon history, it looks like I have bought 6 OBD2 adapters over the years. All of them, save for the most recent one, were no name brands with good reviews. The last one I bought, an OBDLink brand, was recommended exclusively for FORScan. And it doesn't work any better than the cheap ones. I say just find a popular one with lots of reviews.
For apps, I use Torque primarily but also use DashCommand. DashCommand has a simpler interface which is great for just checking DTCs.
I'm on Android, if that helps.
