No other turbos around, and again, I am not convinced that the NA cars are worth 5 or 6 grand and that's what they are all listed for.

A clean NA Z32 is most certainly worth $5k. Especially a slicktop. They won't provide you with the TORQUE you want though.

My two suggestions would be a Mustang, from the '89 Fox to the '04 New Edge. Many would fall within your budget and could give you some room to play with. They all have plenty of torque down low, sound great, and I've always found them to be enjoyable to drive. Handling isn't anything special, but they have a great drivetrain. Plus, the handling can be fixed by the aftermarket.

This car is local to me and I've seen it run. I'm almost hesitant to post it since I wish I could buy it myself. Unfortunately, after my truck and BMW are gone, they need to be replaced with a van.
You mentioned a diesel truck... you could buy my Cummins for well less than 1/2 your budget and have plenty of money left over to fix it... Getting it from SE PA to IL may be an issue, tho...
I've sent multiple emails to several of the Corvette ads, no reply. Don't these people like money?? There's a 2000 Mustang GT 5spd coupe, but it's Laser Red. Meh. A hair over 100k for about 5 grand. That one is on the list. There's also a 180k-ish LS1 Camaro SS for 5k I wouldn't mind having a look at. Or a WS6 from the same LS1 era.

I ended up going with a Laser Red '00 5 speed Mustang GT coupe. Surprisingly tight and nice for its age and mileage. I am pleased. For now!

If the car doesn't have them already, I highly, highly recommend a set of full-length, weld-in subframe connectors. Does a lot to make up for the wet-noodle chassis.

Wow, that GT is clean! I second the notion of weld in full length subframe connectors. Maximum Motorsports makes a great XL set. You should invest in a shifter as well. Pro 5.0 Power Tower, Steeda Tri-Ax and MGW are great short shifters. Your T45 will thank you!
The New Edge Mustangs are my favorite generation. I've had two, a 99 GTcoupe and a 99 Cobra convertible.
