Since we now have a couple of generations that grew up thinking that games are how life actually work, why not?
It's for all of the people who let their crap idle for 15 minutes to warm up in the morning, then take short trips all the time, plus they're terrified of the throttle and never hit 2000 RPM. Oh, and probably aren't great about bothering to get the oil changed. Some dealer probably figured out people like that would rather pay to have their engine de-gunked when it starts running badly from the rings gumming up and hurting compression than to just use the thing properly in the first place to prevent the gunk from forming.

I do BG oil restoration services all the time, usually on vehicles that get trained to run low on oil, or come in with nothing on the dipstick and no signs of external loss. There's a cleaner and an additive, no labor charge additional to the oil change (which already DEEPLY discounted relative to what parts and labor cost)
It certainly does something, given all the goo and vile crud that comes out. Plus, if you do it every 10,000 miles and start doing it before 80,000, BG will warranty your engine up to some crazy high dollar amount. I've told myself that if I get an S3 with the chaintastic/balanceshafteriffic TFSI four-cylinder, I'd do that just so I wouldn't have to pay for it out of pocket when the engine inevitably digested itself.
I know the local Toyota and Hyundai dealerships do BG services to various degrees, wouldn't doubt if Chevy did too.

I’ve recently wondered if there’s a market for an oil change business that specializes in high end/performance vehicles and specialty lubricants.

I dunno, but I have three coat-hangers full of those little tokens that come in the cans, and two brake pad boxes full of caps from the coolant kits and ATF jugs/power steering fluid jugs. This was two years' worth.
