Cable driven throttle? Check. Hydraulic or Manual steering rack? Check. Problems with throttle sticking? No. Crazy steering wheel? Only when I'm behind the wheel.

I'd say that's a Magnasteer system with issues. There are also hydraulic system problems that can cause similar symptoms, I don't think they'd 'cycle' as fast as that one was going.

I saw this posted on corner-carvers and the guy who posted the link said that the owner installed aftermarket HID lights which apparently screwed up a sensor in the steering. I don't know where he got his info so I'm just throwing it out there.
