I am sure the open title is illegal or frowned upon,but this shouldn't affect me getting a title correct? It just looks like the seller in CT never owned it. I am not sure if this affects me in any way,but I would rather be buying it from the seller with a title in his name,but that doesn't look like it will be happening.

I've done this several times both buying and selling. Never had a problem. Yes, it is a little more risky.
So I went to pick up the car yesterday. 11 hours of driving/looking over car/loading car,and then work at 4 am made me feel pretty crappy today.
Went to the DMV today,and forgot that even though I called my insurer(hagerty classic car insurance) I didn't have the proper form filled out by the insurer to get the registration transfered from the RX-4 to the RX-3. I was able to get the car title transfered to my name,and the woman at the counter didn't even ask any questions so barring something unforseen I should have a new title in my name and state in 4-6 weeks!! The state valued the car at $1300 man you have to love that!!!
Spent a little time messing around with the car today,and fixed a few blown light bulbs,and the clutch master cylinder. The PO had a stud on the bottom of the CM that was too short,and not able to have a nut threaded onto it on the inside of the car so when you pushed the clutch pedal the MC would flex up,and not actuate the clutch slave much at all. He claimed it just needed a bleed,but he was wrong. Now the clutch seems to work fine instead of the way it was before which was almost not at all.
Now I just need to get the registration transfered,and go out to enjoy it before the bad weather comes. I found the interior dome light isn't working,and there is no power to it at all. Any ideas as to where to start looking first?

Since the car was "restored" recently I'd look for wires that are unplugged rather than worn or corroded. Hope its not an impossible to get to plug someone left off up under the headliner. BTDT.
One of the reasons states don't want titles left open is because they need periodic blood meals (ie sales taxes, property taxes, title transfer fee, license tags etc paid by each owner). I suspect dealers don't have to heed this.
