I put new winter tires in my mom's 13 Elantra Friday, and it's miraculously quieter riding now. I'd attributed the noise to NVH, but now I know for sure it's the fair weather tires.

I forget the exact brand but they're whatever Hyundai puts on in the factory. 

What should I look for come spring that will be quiet on the highway, have decent rain performance, and a long life?

I've been getting so into "performance" tires for my toys that I don't know what to suggest or look at for a commuter tire.

That’s where TireRack is super handy. They rate the tires for noise as well as all the customer reviews. Some time there reading through different brands should be a big help. That’s how I’ve always bought my non-race tires.

I might be extrapolating incorrectly but I would expect more efficient (read high MPG tires like from a Prius) tires should have lower noise and vibration.

I remember my old Hyundai Tiburon was terribly noisy until I wore out and replaced the Michelin "Energy" tyres with some nice sticky Yokos. the High Performance tyres were quieter than the gas saver speced rubber it came on

It’s the other way around. Eco tires usually have a stiff sidewalk and a harder tread compound to get that low rolling resistance, which makes for more noise transmitted into the cabin.

Wife’s Accord now has Continential PureContact touring type (TireRack’s classification) tires on it, and they are very quiet, yet more responsive vs. the Goodyear Assurance OEM tires it came with.  Super happy 20k miles in.
