I bought a 97 Outback for $495 (Canadian) and I use it to rally-X. It is fully licensed for the road. It was a great buy.

Look your over very carefully and it may be well worth it.

BTW that is likely a 1.8 not a 1.6, like the ad says.

"..it is a stick.." So many people on CL say that like it's bad news..but it's music to my ears. Especially since they think it's bad, and I can get them down another $100.

$650 sounds like $500 to me.

I found a 97' Outback Sport that needs a clutch for $650, I was thinking about buying it to fix and use for the winter. How much would one be worth once the clutch is back in working order?

I don't know where you are, but up here you rarely see a car like that for less than $1500 to $2000.
