As soon as I turn the key to the on position, the speedo jumps to about 48 mph. Starts bouncing all over when the car begins to move. What's going on?

I know there are capacitors in the speedo that fail on many MR2s and Corollas. If yours were nearing death and they got a little jolt from installing the new battery, that could have been the nail in their coffins.
Drive it for a while and see if the trip odometer still records logical mileage. If so, you know the VSS is working. If not, maybe a bad VSS?
Assume it's a 93+? Does the cruise control work?
Battery could be a red herring, but check your terminal connections and grounds as usual. Something afoot there could be the reason it needed a new battery?
Haven't even driven it since replacing the battery, and I think this is the problem. I'm working from home and driving so little these days that the battery has been low a few times. I've charged it back up, but this time it wouldn't take a charge.

Since it's SW, 96+ IIRC.

OK, 93+ has a VSS sender, vs a cable to the speedo. Check all the connections are clean and tight and take it for a drive. If the cruise works right, then the gauge cluster is wonky. If the cruise doesn't work, then the VSS probably isn't sending a good signal.
Make sure to get a 93+ cluster or sender if you replace it. The electric VSS is still mechanically driven on the transmission, so you can unplug the electrical connector to see if it stops working.
Drove the car today for the first time since changing the batter. Started it twice, and each time the speedo jumped up to maybe 20 mph. Worked fine as soon as the car's actual speed caught up, and it went down to 0 when stopped.
Forgot to check the cruise control.
T-top or hard top?
If it's a t-top car, it's probably the cluster. They go wonky sometimes.
If it's a hardtop car, it's pretty much a value-destroying fatal flaw, and you're better off just selling to me for a few hundred bucks before the DMV finds out and just comes to crush it.
