My wife's new-to-her Caravan has a rough idle at start-up and similar at a stop in gear. Dealer says its normal but one man's normal is another man's ummm, abnormal.
No codes thrown so I'm not sure what ammo I have to debate this with the dealer.

It's a 3.8? Mine does the same thing and I've tried everything to fix it. It is just that way; maybe someone else can chime in with another viewpoint.
If it's under warranty, you should be able to push them to do something with enough effort.
Could try having your wife sit in the car in gear and tell you whether anything changes when you take the water hose to the intake manifold.

New method of checking for vacuum leaks?
Not exactly new but yes! If those 09s have the same plastic plenums im familiar with, faulty EGR valves can cause a section of the floor of the plenum to overheat and melt which causes pinhole vacuum leaks in an 'unusual' location.
