I would guess it has to do with power output. Even the 12A puts out 120 or so hp, N/A 13B puts out 130-145 or so, Turbo 13B is over 170hp stock. Generic Turbo Miata motor is 220 hp? or so, and you're not gonna get too much more out of it, certainly not reliably. Too much work to do that paticular motor swap for not much return.
My second guess is that if you want a small, light, straight-axled RWD with a 1.6L twin-cam, you'd go get an AE86 Corolla GT-S and save yourself the effort of a motor swap.
Also, there is a certian contingent of Miata owners that swap rotary engines into their cars, I would guess the reason they swap out the miata motor is the reason you wouldn't want to swap it in, lol.
