if it has been outdoors all it's life... the metal chassis is probably swiss cheese. First thing I would do is seperate the chassis from the body and use it as a template for a RWD locost style chassis that would bolt up under that beautiful body.
I would keep it saab powered.. either a TC V4 or a later H series Turbo from a 900 under the nose.
The hardest part would be keeping the transtunnel small and relocating the gas tank
As noted, rust is a big issue.

I guess I should mention that the above picture is stolen from the internet. Also, The one or ones that I am looking at are all in various states of completeness. The guy has a decent one that is kept inside but the other three are all parts cars. My thought was similar to what mad machine was suggesting. Tube frame or similar with a donor power plant inside.
