it's 11 years or older (so 2k2 as you said this year) but that is only outside of crook county. crook county has its own car sales tax when bought private party that is a minimum of $90 AND THEY SEND YOU A BILL LATER. Dealer bought is a straight up percentage based on declared purchase price.
