The SCCA's rallycross board just approved two new classes for all of their events nationwide. Open Category Rear-Wheel Drive and Open Category All-Wheel Drive will be added to catch all cars who exceed the Modified class rules. This means dune buggies, sand rails, kit cars and other custom-built machines will now be allowed to compete.

Is this the class that caused much gnashing of teeth a couple of weeks ago? Something like how it really only fits open-class rally cars or something?

I'm pretty sure it's "build whatever you want as long as it's not stupidly overpowered because rallycross isn't a 100mph sport"

Pretty much. Follow the safety rules, and as long as it has what appears to be a factory(ish) body shell, you're good to go. Very few people seem to have exploited it to its limit. Open class has enough restrictions that dune buggies and other open cars would likely require modification (sometimes extensive) in order to be class legal. I wish the cylinder restriction wasn't there - a vette kart could be a lot of fun, even if it probably wouldn't be very competitive.
They know us and what we would do with a completely open class, so they had to have some limits. A sand rail with a motorcycle engine sounds like a fun choice. Might have to try Rallycross.

Too bad it wouldn’t be legal in open class. Needs to have a car or light truck engine...
I've got a hankering to do a tube-frame, rear-WRX-engined AWD buggy with a Karman-ghia shell on top. would that fit any category?

I still don't quite understand who this is geared for. I think there is want for utv's and cross karts as well as the vette carts.

It’s unfortunate, but I’m guessing that rule is there to prevent people from widening and lowering a UTV.

They're keeping out the Side by Sides for now, that is a separate and currently ongoing conversation about creating a class for them

Sorta-open is right. As was stated, there's really more freedom to build whatever in mod class
One thing that I'd be concerned about if rules are opened up too far is events with too many participants. It's probably not an issue in middle America, but I pretty well quit autocross because spending 2/3 of a hot summer day for 2 minutes of driving isn't what I call a great time (I know, drag racers are rolling their eyes right now). So far, rallycross offers a significantly better ratio of waiting to driving, but if every Tom Dick and Harry brought their vehicles, that might not be the case.

Buuuut, a Kei car engine-swapped UTV would be legal if the sheetmetal/body requirements were met.
I mean there are RZR 1000's that have beetle bodys that are MA legal. These are both RZR 1000's so you can get around the no UTV rules.
