The rules say lights are required. The rules do not say the lights have to be functional. (In any class)
This is just like you have to have all the parts for A/C, ABS, airbags, etc. in classes where removal is not permitted, but their function is not required.
There was a rule proposal from a larger region that basically wanted to ban Mod cars from running at night. The rationale was, Mod cars don't have lights, so they are unsafe at night.
Problem is, the rules for Mod don't say you have to remove the lights, that's just one of those poorly thought out modifications that people do.
Some regions (like Detroit) actually have LIMITS on lights: Stock cars can have no aux lighting, Prepared are allowed one pair, Mod are unlimited. Go to a Detroit event that runs past dusk and you need welding goggles to work the course when Mod cars go by .
Either way, the Safety Steward is expressly permitted to exclude cars for any reason, and not having lights after dark is a dang good reason. You wanted to save two pounds by removing the lights? Well, the risk you take is that of being disqualified for having an unsafe car. No need to make a national rule for a local problem because the SS doesn't want to excercise his duties.
*rants for ten more minutes*
My mod class car has a E36 M3load of lights. Bring on the night events!
If they keep course workers out on course when cars "need" lights then the safety steward has already completely screwed up. You can run in the dark, but there are a bunch of other things that you need in place for the safety of course workers that they in no way have. I'm shocked, SHOCKED I say that they might be doing something that they didn't think all the way through.

Solo Nationals implemented a daylight rule last year after they ran wayyyy later than was at all safe the previous year. So dumber things have happened. But hopefully they'll apply that lesson to this event as well.
Edit: just saw on Facebook, apparently they're running autocross style, one course per day.
Edit 2: and that somebody is letting grogan codrive tomorrow.
They are only running one course each day. Wrapped about 6 pm.
Results are posted, you can see them here: https://www.scca.com/events/1995858-2020-dirtfish-scca-rallycross-nationals
In reply to Pete. (l33t FS) :
I was at solo nationals in 2018 when b modified, a class with no light allowance in the rules, ran in the dark. Then I watched them drive half a mile back to paddock after impound using cell phone flashlights.
Rallycross is in a weird place because there is an explicit safety rule stopping cars from running in the dark if based on a judgement call by the safety steward. I think it puts them in a bind at a national event that is running late. Do they stop the event, DQ the cars, how many people need to complain, etc.
That Detroit rule is weird. I run a light bar because my foglights keep falling out. You are not stock or prepared legal if you are missing front lights. My mounts are broken now so I couldn't even go back to oem if I wanted to.
In reply to ojannen :
I'm sure they'd let you run if you did not use the light.
This thing was a beast and sounded great. I think it's the one with a Cadillac V8.

Impulse RS
With a Cadillac high technology v8
That's what I thought, but couldn't remember if it was the Impulse or a Pulsar lol.
It got 4th and 9th out of 19 in MA.

Is that an Isuzu?
Looks like John O's car.
The one that lost a wheel right in front of me in 2011 (in SA trim) because the auto parts store sold him 1/2x20 nuts instead of 12x1.50.
I don't think I ever saw him not break in some spectacular fashion. My favorite was when his flywheel fell off.

they started out saying we might get 15 runs over the weekend. The first heat for Saturday morning went about as expected time wise. The second heat between the rollover and course changes took about 3.5 hours for their 5 runs. I think they should have started cutting runs once they saw how long second heat was taking. By the time they got to third heat the course kept on being changed pretty much every run it seemed like and they just kept opening it up more and more so by the end it was pretty much a drag race out to the turn around and a drag race back. It was fun but I expect something a little better than that for nationals. Third heat finished a little before 6 so it was just the one course today.
When I am shifting to third twice in a single run we might want to be looking at the course we are running.
From what I heard on site They have a quiet time and have to be finished running by 6 pm.
tomorrow the plan is flip grid and do 3-4 runs on the "Sunday" course. Based on how heats went today I am hoping for 3 runs.
Dammit Shawn, if I had known it was just gonna be a drag race in MR, I would have come :)
Well, good to see you're holding onto the lead - keep it up!
Do you ever shift to 3rd on any of our courses? I have once or twice at Panthera, but only when we're using the big/long hill that we haven't used in a while.

MR was first heat so they had a completely different course.
3rd is very rare for me. I did it at some of the ahr events on the circle track but I have only hit it once or twice at dc events and even then I was not holding it as long as today.

Out of curiosity, any idea what speed you were hitting?
That video of Wolfe actually looks pretty fun, if a bit fast.
Hey, my Porsche is PR legal :)

He shifted out of first so it was definitely way too fast.
