Is switching the earlier cars to the later suspension possible without cutting and welding?

It's been done. Lots of work. Probably not worth it. The early suspension is essentially built into a cradle that bolts to the body, while the late bolts straight to the body.

I am not sure there is really a practical reason to do it though. A stock 64 suspension (with transverse leaf spring / camber compensatory) is an entirely reasonable street suspension. If you go full race.. maybe, but early cars can be race cars also:

I think those were mandated for the '67 model year on all cars sold in the US.
