I have been looking for a classic car here during my time in Tunisia. The owner is wanting roughly $7,200 (14,000 Tunisian Dinar) after currency conversion. I drove it the other day and it was a blast. He rebuilt the engine and painted the exterior. The floor boards are rusty but not too bad. I think it would be a great foundation for a project car. Thoughts? I would like to get him down to around $5,700 (11,000dt).

Looks cool to me! From memory you can't buy much Mini in the states for that 5K number and it takes 10-12 for really minty or really modded ones.
Just remember, all British cars are rustier than they appear, read some buyer's guides and inspect carefully.
Yeah, carefully check the floorboard rust if you don't want to end up with a Flintstone mobile. On the last one I owned, the rust on the floorboards was held together by postage stamp sized bits of metal welded to each other...
These things can rust badly, make sure the subframe mounts are intact.

Floorboards do not rust in solitude. Spend a bit of time on line learning how rust hides on these cars, then go looking. Some people are masters of re-sale bling when it comes to bodywork.
At a glance, it looks like the car was painted recently. If so, how long is it going to last?
Not saying dont, just that you should never buy the first one you see.

That's way too much for that car if it were here in the US. You didn't say which engine it has. That matters a ton. The thing is a jigsaw puzzle; late model taillamps, 1980s wheels, 1960s/1970s dash, battered grille...might be worth what you are wanting to pay for it but I'd look a lot deeper than just the floors for rust. They are horrible rusters from nose to tail. Allowed to sit out in the weather they will disintegrate.
Tons of fun, but buy the wrong one and you'll curse the day it ever crossed your path.

This guy kind of has the market cornered on Minis in Tunisia. This is only the second one I have seen for sale in the country. I want a classic mini but I need to buy it right. I will probably pass on this one for now. The guy seems set on a price of 12,500dt ($6500).
I'm pretty sure it's a 1200cc engine. You guys are probably right. I just gave the car a once over and left when he wasn't willing to deal. I bet the rust is far worse than it seems on the surface.
