You're correct there. I'm honestly surprised wheels, tires and steering wheel aren't optional extras these days.
I mean to be fair I don't know of any other convertibles at least recently that were sold with a hardtop by default, with the exception of the S2000 CR which needed it because it didn't have a soft top.
I remember at least two different guys at our PCA meetings offering free hardtops to anyone who had a car that it would fit because they had sold or traded in their 911 without the top.
