You're in luck, time trial, karting or European Rallycross are in play.
And you have plenty of space for SCCA Rallycross and setting up rallysprint as well. Heck grade part of the property to pave for a paddock area and you'll have an autocross location as well.

Those houses seem so close. Close enough for legal problems when you start ripping around your newly purchased road course.

One complaint and the section of the lot behind their backyards becomes paved for autocross purposes.
Anyone who could afford that property could also probably afford to buy out all the neighbors and get them to move.
Make the houses into a trackside B&B
Some local rally folks bought an old farm out in the country area outside northern va. I think they got something like 1000 acres, with similar huge lots surrounding them. Their property surrounded by tall thick evergreens, no outside view. Closest house probably 1/4 mile away or farther. They bought it to do some farming and use it as a venue for rallycross and stage rally testing-and-tuning.
Took almost 2 years for neighbors and the county to get tired of itand basically made them cease all the motorsports activities. And that was with almost nobody close-by. If you want to do a private rallycross venue (or any motorsports), better make it out in literally the middle of nowhere. Remember, rules concerning noise, dust, zoning, etc can be changed after you buy a property if the neighbors, county board, etc want to.
Also never, ever, ever let crosskarts run there. The place in question never had any issues until they let crosskarts run. They are infinitely louder and more annoying to anyone within a couple miles compared to rally cars........

I grew up 2 streets away from a coal plant and on the same street as a shooting range. In fact, the people across the street with 10 acre lots can and do stand right inside their fence and shoot back into their property.
In the grand scheme of things this probably has 'built character' in me, although I've also heard bullets hit trees on my property, had two different dogs shot to death when they got off property and ventured out, and the incidence of breast cancer in our pets has been uhhh.. statistically anomalous. Then again, my automotive hobby may have something to do with that too. I have 200 gallons of used oil waiting to be pumped out of my barrels, for example. Oh and this is the country so the street out front is basically a racetrack anyway.
SE San Antonio guys, I'm telling you. I will certainly not complain if you move in a racetrack.

Yes, Texas is famously zoning-free! PA...no idea. That's dangerously close to Amish country though, so you might have to make all your races the 1-hp type. ;)

It is smack in the middle of Amish country. They seldom complain about us because we mostly leave them alone. The complainer will be some new home owner.

The shop/track is has houses very close by. One of neighbors called the police due to noise and dust. Sheriff showed up, checked around and told us we could go back to having fun.
Best part we convinced him to take his cruiser around the track!
This is one of the reasons I think electric propulsion will be a boon to motorsports... less noise, so fewer ticked off neighbors who could be closer.
although, that doesn't address the dust/zoning part. But, I think it's noise that tends to set the ball rolling.

I've gone up to this property about a half dozen times over the past 5 years, for reasons (especially when there's fresh snow). And the Amish have been racing on it on more than one occasion, it's fasinating to watch 2 horse buggy races on a road course with over 60ft of elevation change.

I remember going out there when it was just the shop and no 'track' (although it was being worked on) and wondering how long it would last. I haven't spoken to her in years to know whether she's caught any flack, but one thing that site has in its favor is it's basically a stones throw from an airport anyway. Noise complaints would seem a little silly in that context (although im pretty sure entire small airports have been closed over noise complaints too). There's also a shooting range between her property and the airport too, go figure. Harris Hill raceway is basically right on the opposite side of that airport as well. They may all be operating under a sort of umbrella of immunity from noise complaints due to that.
