IME that's correct - IIRC one of my bikes has something like a six digit frame number. No issue titling and registering this one here in WV. They just needed to make sure the import paperwork was in order.

Not quite rebadged - VW, Seat and Skoda plus certain Audis share the same platform, but the bodywork is different. And they're often tweaked slightly different, and as a result you get something like the Seat Cupra R that's a hotter GTI for the same or less money.
