Maybe you can get GM to supply you with a VIN decoder for European built cars on official GM letterhead paper. Even though they may not have the specific information for car anymore, the VIN decoding information should be readily available.

Yamaha brings up a good point.

I'm still pinging people who I think can help (GM Belgium etc) but I also forwarded the information sent to me by GM Canada to the State Patrol office I went to. I'm hoping (but not really expecting) they will say "what the heck, we can let you keep this vin for this car.

Opel Belgium said: Dear William Grow, Thank you for your e-mail and the time you have taken to contact our service desk. First of all we would like to congratulate you with the acquisition of this classis old timer. Hopefully you will be able to quickly register this vehicle. We will try to see if and how we may be of further assistance regarding your question. To do so, we will have to contact the homologation department in our organization. Perhaps they still have a matrix available to decipher these types of vehicle identification numbers which may help you register your Chevrolet Impala. We will inform you further on Wednesday 14 May at the latest, but if we can update you sooner we will certainly do so as well. For now, we trust having informed you sufficiently. With kind regards, GENERAL MOTORS BELGIUM N.V.

I am really a fan of GM's customer service right now! Especially seeing as how the primary languages spoken in Belgium are "German" and "French"...

I got an e-mail from the State patrol today. It sounds promising! he says that with the E-mail from GM Canada verifying that the firewall tag was added by GM Antwerp he is willing to accept the number stamped on it as the VIN.

However, he has an e-mail sent out to one of his resources asking him if he might have any information that might be helpful. Unless that person has solid information stating otherwise, we're a "go".

State Patrol: Done!

After 3 visits to the inspection station my car has been officially declared a 1966 and I am allowed to keep my VIN.

After work it's back to the DMV for more of their shenanigans.

all this time I thought NC DMV was a PITA … after reading the BS you're going through and on another forum the, even worse BS that someone is going through in CN …. I guess here isn't so bad after all
