Todays disappointing update: 

Still had the same issue on the way home from work, so the jumper didn't solve the problem. 

Now to decide on the next step...

1) longer jumper from the battery and tie into the harness at the splice that about 8" from the PCM. Maybe even disconnect the side of the splice that runs back to the TIPM in case there is something grounding 12v battery lead to the pcm for a split second. 

or

2) open up PCM and check for a bad connection from the 12v pins for the connector. Possibly try to reflow the solder if connection looks questionable. 
 

or

3) ???

I'm open to suggestions

Just to close this out. 

I purchased a replacement PCM online to try since everything seemed to be pointing that way. The seller had a 30 day return policy with a 30% restock fee, so it was low risk and the restocking fee would have been less than paying someone to try to diagnose it  

it's been a month without the issue returning, so I think the PCM was the problem. 

I still have the old PCM, so I may open it up to see if there are any visible failure points.

Now I'm working in an oil leak issue in Another thread.

There isn't a replaceable filter, at least not one I can find a listing for at any of the typical sources.

If it's like a lot of other 90s and 2000s Mopars, I'd expect the only filter is the sock on the pump inlet in the tank.
