I'm finding a fair amount of OEM takeoffs on Craigslist for WRXs etc.at pretty decent prices Anyone know how much of the suspension and exhaust systems for 2000-2006 WRX STIs actually fits on the 1999 and earlier Legacy/Outbacks? I've stumbled onto a couple of forums where it suggests that a lot will interchange, but nothing definitive.

Try a search at legacycentral.org or ultimatesubaru.org. If you're just talking struts a lot of stuff will work, if you're talking springs the major difference is if the rear springs are tapered or straight. Some swaps may require a tophat that matches, I think most complete assemblies strut, spring, and top hat are a slam dunk. For my 90 legacy wagon I remember finding that 2004 wrx assemblies are the same and would directly swap, I ended up putting new 98 outback struts on my stock springs for a 1 3/4" lift. Bottom line, Subarus are like legos, it's all interchangeable. If you don't find it digging on those boards it doesn't exist.

GD(01-07 Impreza) WRX suspension will work, but only 04 sti suspension will work, though I dont think the brake line brackets work. In 05 the sti switched to different hubs and such that wont interchange. You can use the springs from the 05-07 sti but you will need the tophats too. You can use GC (93-00 I think) suspension too but the struts are shorter. Regardless the GC and GD stuff will lower your legacy and make the rear look like its sagging, but that is easy to fix with some simple spacers. If you want a lift then Fozzie stuff fits just fine as well.

As far as exhaust I dont think they brought the turbo BD legacy to the US and even then I dont remember it having an intercooler. All of the engines will bolt in just fine, though you will have to fool around with the ECU. There are plug and play megasquirt kits available for the BD but it is tough to tell what will work without seeing exactly which ECU you have.
