I like it. I'd never fit in it but I like it.
The lips on the wheels and the little notch on the back of the seats seem to be the most distinctive features?
The wheels are four lug, so that makes it mid 60s to mid 70s Beetle underpinnings?
Seeing the GM styling exercise photos I was hoping it was Corvair based but they used five lug wheels.
Are those Triumph Vitesse wheels?
Triumphs were body on frame and a popular choice for kit cars back in the day.

60-64 Corvair were 4X4.5"
VW didn't have 4 lug until 1968 and I feel like this is older than that.
Also, the drums have a tall protrusion and a big axle nut that would be very visible
