'98 Neon has major rust on the bottom of the driver door, it appears the rain gaurd directs water to the inside seam of the door. The rust runs the length of the door but only 12" is showing from outside the car. Rust bubbles have formed on one front and one rear fender so I don't want to do anything major for repairs because in a few years those bubbles will be visible rust.

Any one have a suggestion for a low buck fix that would look decent for three to four years?

Masking tape and rubberized undercoating or boxliner. Scrape the rough stuff off, run a line of tape just above the ugliness from wheelwell to wheelwell, shoot black, touch up as required.

Dont laugh I have used it on many rust buckets to extend the service life a couple years. Get the uncured version as it lets you conform it to just about anything. It is similar to the stuff nascar teams use to fix body work in the pits. In fact we use to use it years back before nascar got the idea.
