An F1 car without air restrictors, boost limits or bans on technology would theoretically do well in LeMons, yes.
dunno if you could catch up the 10,000 lap penalty though (i'm sure you would get it on principle...), and it would be incredibly hard not to get black flagged for passing under yellow.

IIRC, Caterham's engines (excuse me, "power units") were all leased, so you'd have to find something to swap into it.
Also, I think Lemons/etc require that the vehicle have once been registrable as a road car...

Issue #1 is easily solved.
Issue #2. Do they specify where in the world* they could be registered? Or, better yet, Lemons judges are open to bribes. I'm not sure how persuadable Chumpcar officials are.
wouldnt it suck to be ripping around in your F1 car during a lemons race and someone loses brakes in there beater yugo and wrecks you? that would be a hard loss to swallow

You'd still have to spend plenty in equipment to get the car running. Tire warmers, engine preheater, starter device, leaf blowers for when it comes in, and then there are the consumables such as carbon brakes and that's not counting the engine and gearbox as consumables, which they totally are...
Replace all aero parts with off-the-shelf autozone specials. Garden edging makes a good splitter... Lol. Don't forget to use the autozone sticker bomb pack as a weight ballast. Bacardi 151 Is suitable octane right? This would be "ballin' on a budget"
If you showed up at a LeMons event with that car, as long as it had something suitably weird powering it like a Chrysler slant 6, an '80s GM 350 diesel, or a 5 cylinder Volvo I bet all would be forgiven.

If you look at the pictures and think about the incredible amount of work and people's lives that went into making all of that, it's very sad. And then think that with everything they had and all the money, it wasn't near enough to compete mid field.
