Been battling this for almost two months. Here in Colorado and engine swap needs to be "inspected" to make sure you have all the emissions stuff on it and all readiness monitors were set.
1st time my smog pump was seized, so I had to leave and replace it. Next 2 times readiness monitors weren't set.
Today I got the golden pass! They signed off on the swap. Next up is the actual smog test itself.
I would've done it today but the line was way too long to sit in...
